Development Solutions Returning Emergency Care Access to Jacksonville State University and Surrounding Areas

(Birmingham, Ala.) December 15, 2025 —

Emergency medical care in Jacksonville is set to become more accessible as plans move forward for a new freestanding emergency department on Jacksonville State University’s campus.

The partnership between Development Solutions with Regional Medical Center, Jacksonville State University, and the city of Jacksonville aims to address the growing need for immediate healthcare services in the area. Jacksonville has been without an ER since RMC Jacksonville closed in 2018.

“If it’s better for the citizens of Jacksonville, it will be better for everyone involved,” said Councilman Terry Wilson.

Michael Barton, JSU associate vice president, highlighted the importance of the facility, stating, “To provide that close emergency care is very important to reduce wait times in the ER.”

The proposed facility, to be located on the north side of the campus across Highway 21, will also house a relocated RMC student health center. RMC President Keith Parrott noted that the new department will significantly reduce travel times for emergency care, saying, “This is going to allow people instead of having to drive 20 to 30 minutes get that access to immediate life-saving care within 5 to 10 minutes.” In addition to increasing the region’s healthcare capacity, the facility will also create new job opportunities, benefiting both patients and the broader community.

Construction is estimated to take 12 to 16 months, with the goal of opening by spring 2027.

Development Solutions Leads New Hospital Development for Vibra Healthcare in Bismarck

New 50-bed facility will expand access to long-term acute care and inpatient rehabilitation services in the Central Dakotas

(Birmingham, Ala.) August 4, 2025 — Development Solutions, a Birmingham-based healthcare real estate development firm, is proud to announce its partnership with Vibra Healthcare, a national leader in specialty hospital care, to relocate Vibra Hospital of the Central Dakotas from Mandan, North Dakota, to a new facility under construction at 829 NE 43rd Ave. in Bismarck.

For years, Vibra Hospital of the Central Dakotas has operated on the second and third floors of a shared healthcare building at 1000 18th St. NW in Mandan. The upcoming move to a freestanding facility in Bismarck will provide a modern, healing environment for the hospital’s existing critical care services and create the space needed to launch an inpatient medical rehabilitation program.

The hospital will house 20 long-term acute care hospital (LTACH) beds relocated from the current Mandan site, along with 30 inpatient medical rehabilitation beds. By combining critical care and acute rehabilitation under one roof, the new hospital will create a seamless path to recovery for individuals healing from serious illnesses, injuries, surgeries, or chronic conditions.
